DRAFT KABETOGAMA TOWNSHIP REGULAR MEETING DECEMBER 4, 2007
Chairman Nevalainen opened the meeting at 7:05 pm. Board members present were Supervisors McGregor and Town, Treasurer Kiner and Clerk Manninen, Deputy Clerk Tomczak along with 11 guests. All attending recited the Pledge of Allegiance. Agenda - The Agenda was approved with the additions of Lodging Tax clarification, Lease Agreement, County Survey Markers to Old business and Cell Tower and letters from Mr. Putikka and Mr. Benkusky to New business on a motion by Supervisor McGregor, seconded by Supervisor Town , motion carried.. Minutes – the minutes were read by Deputy Clerk Marlene Tomczak. Supervisor Town moved to accept the minutes with the removal of Chairman Nevalainen’s opinion regarding the sewer district, correcting New Business to read that Chairman Nevalainen moved to approve a hearing for J & B Limited and the addition of the following wording (the motion by Supervisor McGregor to approve the minutes) seconded by Supervisor McGregor, votes Town, yes McGregor yes Nevalainen no. Motion carried. Treasurers Report – Township Checking Beginning balance on 11/1/07 $20,772.24, Income $466.89, expenses $9,532.62, end balance on 11/30/07 $11,706.51. Payroll – Town, 93.55; J. Kiner, 200.40; Manninen, 505.17; Wilkins, 46.17; P. Kiner, 92.35; McGregor, 93.55; Nevalainen, 288.13. Lodging Tax Acct – Beginning balance on 11/1/07 $14,054.54, Income $736.66, expenses $695.38, end balance on 11/30/07 $14,095.82 Road Acct. – beginning balance $27,001.99, income $102.39, end balance $27,104.38. CD – balance $26, 956.42 CC Fund Balance $10,037,07 The treasurer’s report was approved on a motion by Supervisor Town, seconded by Supervisor McGregor, motion carried. Old business – The Public Hearing regarding J & B Limited was cancelled due to a late publishing date and discrepancy on the legal description for the land parcel or possible parcels. A letter has been sent out to Ms. Pinnow questioning this matter. Chairman Nevalainen asked for any comments from residents of the sewer district but there was none for the record. Canister Site – Supervisor McGregor said that Greg House would be piling up the debris at the site for burning. If it can’t be burnt now it will be done in early 2008. Insurance – Chairman Nevalainen contacted the township insurance agency asking for information about adding the Community Club to the township insurance. He was told that if they were added to the insurance our liability coverage would be cut in half. Chairman Nevalainen will look into additional umbrella coverage. Increasing valuation of the Community Building – Supervisor Town moved to increase the valuation of the community hall building to 100,000.00 for an additional $290.00. Supervisor McGregor seconded, motion carried. Community Building Report – Sande Moyer reported that they had received a letter from the University of MN with answers to questions that arose from the public meeting held at the community hall to get input from residents regarding the three proposals received from the U of M. The information was regarding heating, cooling, energy, windows ect. Specific information regarding this project can be obtained from Kabetogama Community Club board members. Lodging Tax – the township will collect 3% now instead of 5% for administrative fees to collect the lodging tax. The current checking account holding these fees will be closed and the funds will be directly deposited in the township general fund. Supervisor McGregor moved to close the account and change the fee percent as of January 1, 2008. Seconded by Supervisor Town, motion carried. Pucks Point Subordinate Service District – Bridget Chard reported on all the funding she has been looking into for the district. Financing is the important factor right now. The township needs to research financial institutions regarding a Certificate of Indebtedness and get the best interest rate currently available. This certificate would be for five years only. A second parcel of land will be researched for possible use for the project. NAWE Bridge Contract – The board felt that more specific information was needed from NAWE in this contract before it can be signed. Tabled to the January meeting. Putikka letter – Mr. Putikka sent a letter asking to be taken out of the sewer district. Bridget Chard will contact Mr. Putikka regarding this matter. Mr. Putikka will have to get a certificate of compliance from St. Louis County showing his system is in compliance then he would not have to hook into the system but he is still liable for the common costs of the project along with the other residents of the district. Ms. Chard will explain this in her letter to Mr. Putikka. Certified letters will be sent to all Pucks Point Sewer District residents explaining an option of easements. Lease Agreement – Marlene Tomczak will obtain a lease agreement to be signed by the township board and the Kabetogama Community Club to lease the 1 acre of land across from the Community Hall. New Business: Cell Tower – the tower is now up and currently being tested. Phil Hart is finding information on the possibility of adding wireless internet to the tower. January Town Meeting – Supervisor McGregor moved to change the January 2008 board meeting to the 8th of January 2008, 7:00 pm at the Kabetogama Fire Hall. Seconded by Chairman Nevalainen, motion carried. J & B Limited Public Hearing – Pending clarification of the legal property description, a Public Hearing will be held on January 8, 2008 at the Kabetogama Fire Hall at 7:05 pm in regards to J & B Family Limited. Supervisor McGregor received a letter from Mr. Benkusky questioning the Board of Equalization decisions. Supervisor McGregor will contact Mr. Benkusky and suggest he speak to the County Board of Equalization. Supervisor Town received a letter asking for support for the spraying of the Spotted Napweed. The board decided to have two supervisors sign the form. Claims – Supervisor McGregor moved to pay the following claims;
