KABETOGAMA TOWNSHIP REGULAR MEETING NOVEMBER 13, 2007
Chairman Nevalainen opened the meeting at 7:05 pm. Board members present were Supervisors McGregor and Town, Treasurer Kiner and Deputy Clerk Tomczak along with 12 guests. All attending recited the Pledge of Allegiance. Agenda - The Agenda was approved with the addition of Insurance to Old business and Bed Tax to New business by a motion by Supervisor McGregor, seconded by Supervisor Town , motion carried.. Minutes – the minutes were read by Deputy Clerk Marlene Tomczak with a correction, motion by Supervisor Nevalainen to read “Chairman Nevalainen moved to hire Neil Manninen for $600.00 and to have a contract drawn up plus the cost of $200 to $300 for having data transferred to print. Motion to approve by Supervisor McGregor, Seconded by Supervisor Town, motion carried. Treasurers Report – Township Checking Beginning balance on 10/1/07 $21,552.10, Income $9,510.00, expenses $10,289.86, end balance on 10/31/07 $20,772.24. Lodging Tax Acct – Beginning balance on 10/1/07 $14,239.73, Income $7,796.69, expenses $7,981.88, end balance on 10/31/07 $14,054.54 Road Acct. – beginning balance $26,912.08, income $89.91, end balance $27,001.99. CD – balance $26, 956.42 CC Fund Balance $10,002.76 The treasurer’s report was approved on a motion by Supervisor Town, seconded by Supervisor McGregor, motion carried. Supervisor Nevalainen will ask Clerk Mary Manninen to include payroll on the treasurer report on the web site under a special heading, as there are no claim forms submitted for wages. Old business - Canister site, Supervisor McGregor reported the brush at the dump didn’t burn well and will have to be dozed up & burnt again before winter. He will contact Greg House to see if he is able to do the work. Community building planning report: Sande Moyer gave a brief report on the community center. The committee had a public meeting to review the three proposals the U of M submitted on the new building. She stated there was very poor community attendance. The designers are waiting for a topographic survey of the building site, which is in the process. The committee should be receiving it shortly. Neil Manninen did not sign a work contract with the township, as he is not licensed in the state of MN and therefore did not carry the amount of insurance required by the township. Therefore the community club will pay Neil Manninen the $600.00 for his work on the community center elevations. Funds for the Lady Slipper Festival – Supervisor Nevalainen reported he had received an e-mail for the MAT and they stated funds from the bed tax account have to be disbursed the same as the general fund. Funding donation for the Lady Slipper festival is therefore denied. Planning Commission report – Paul Kiner said the planning commission met and hopefully have made the final draft changes on the comprehensive plan. He has forwarded them to the ARDC and they will compile the final draft for Township approval. Insurance – The Kabetogama Community Club asked if they could be added to the Township insurance as an additional insured. Supervisor Nevalainen reported that MAT said they could insure the Community Club as an additional insured for $25.00. Marlene Tomczak speaking on behalf of the Kabetogama Community club requested the Township do so. The township will also look into upping their coverage on the building and to include the playground equipment. Puck’s Point Subordinate Service District – There were comments from the floor from the Pucks Point SSD members. Their consensus was, that the township move forward with the present plan. Supervisor Town made a motion that the township move forward with the present plan and designate Bridget Chard as the person to apply for funding. Supervisor McGregor seconded. All those in favor Town – yes, McGregor – yes, Nevalainen – No. Motion carried. Supervisor Town made a motion to authorize application for Rural Development and authorize Chair and Clerk to sign the necessary documents for Rural development and authorize the clerk to work with the necessary parties to finalize a budget for the Pucks Point SSD and begin paperwork for a Certificate of Indebtedness. Seconded by Supervisor McGregor, motion carried. New Business - J&B – Supervisor Nevalainen made a motion to approve a hearing for J&B Limited. Supervisor McGregor seconded, motion carried. Supervisor Nevalainen made a motion for the hearing date for J&B Limited to be set at the next regular township meeting, December 4, 2007, Kabetogama Fire Hall, 7:00 PM. Supervisor McGregor seconded, motion carried. Bed Tax – Supervisor Nevalainen made a motion to reduce the bed tax percent the township charges the Kabetogama Tourism Bureau for administration of the Bed tax collection from the present 5% to 3%. Supervisor McGregor seconded, motion carried. Other – Jay Tomczak’s plowing contract for pucks point was approved by a motion from Supervisor Town, seconded by Supervisor McGregor, motion carried.
