REGULAR MEETING

July 11, 2006

 

Chairman Robert Nevalainen opened the board meeting at 7:15 pm.  Board members present were Chairman Robert Nevalainen, Supervisors Edward Town & Richard McGregor, Clerk Mary Manninen, Treasurer Jean Reichow and Deputy Treasurer Ron Moyer along with 9 guests.  All attending recited the Pledge of Allegiance.

 

The Agenda for this meeting had two additions, add 911 signs to the old business and Xerox machine to new business.  The agenda was approved on a motion by Supervisor Edward Town. Seconded by Supervisor Richard McGregor, motion carried.

 

The board read the minutes from the June meeting, there was one correction.  Add the statement that a road narrows sign would still be installed on the hill on State Point Road.  The minutes were approved with this correction on a motion by Supervisor Richard McGregor.  Seconded by Supervisor Edward Town.  Motion carried.

 

Treasurer Jean Reichow read the Treasurer's reports.  The report was approved on a motion by Supervisor Edward Town, seconded by Supervisor Richard McGregor.  Motion carried.

Old Business:

 

Roads;  The board agreed to send out a letter to a township resident who has erected a fence out into the right-of-way on a township road.  The letter will ask the resident to remove the fence on his own.  This offense is a misdemeanor.   The board will monitor the situation.

 

Planning Committee Meeting;   Andy Hubley (ARDC) reviewed the work plan and schedule for the planning process.  Hubley then provided 2 maps of the town.  These maps showed some examples of troubled areas and issues that need to be addressed at the public meeting and the comprehensive plan.  Also the committee added what should be included or excluded from the maps at the public meeting.  Hubley also described some of the problems that he identified on the site visits June 21 and July 10 (prior to this meeting).

 

The committee decided that the public meeting will be held at 7pm July 24, 2006 at the Kabetogama Community Center.   Hubley explained the asset mapping exercise that will be used to understand the public’s concerns.  It was agreed upon to have refreshments served at the meeting.  Hubley will be sending announcements and posters to be posted around town to Phil Hart for distribution.  Hubley will also contact the International Falls Daily Journal and the Voyageur Sentinel to announce the public meeting.

 

Area Zip Code:  Clerk Mary Manninen sent the letters to the County regarding our asking for a new zip code in the Kabetogama area.  No response has been received from the county.  The postal service denied the request.  Ron Moyer brought up the fact the Phil Hart had done some research on this matter in the past and the Clerk should so more investigating.  More information will be brought to the next meeting.

 

911 signs;  all the new 911 signs have been installed except at the west end of the lake.  Some funds have been recovered for this project.  A bill for reimbursement will be submitted for the signs and the labor for installation.  There has been no decision as what to do with the old sign posts.  Residents are allowed to remove the old posts from their property. 

 

New Business:

 

2007 Levy;  the levy was discussed line by line and a total levy of $102,950.00 was approved by a hand count of 9 yeas and 0 nays.  A complete breakdown of the levy lines can be found in the 2006 annual meeting minutes on the township web site.

 

NAWE Contract;  The North American Wetland Engineers contract with the Kabetogama Township was approved on a motion by Supervisor Edward Town.  Seconded by Supervisor Richard McGregor.  Motion carried.  The contract was then signed and the clerk will send it back to Curt Sparks of NAWE.

 

VNP Jim Hummel;  Jim Hummel contacted Chairman Robert Nevalainen about using the parks towers for cell phone service.  The township must contact Citizens Communications and Arvig to discuss this matter and come to some type of agreement if possible.  More information will be brought to the board at a later date.

 

A question was asked at an earlier meeting with the Superintendent of Voyageurs National Park about the definition of a house boat.  Cabin cruisers do not fit into this definition.  A person must be able to walk through from bow to stern in an upright position.

 

Xerox Copy Machine;  Clerk Mary Manninen will contact Xerox to get a repairman out and fix the machine.

 

Claims for approval – There was a motion to approve these claims by Supervisor Richard McGregor, Seconded by Supervisor Edward Town.  Motion carried
