DRAFT KABETOGAMA TOWNSHIP REGULAR MEETING June 3, 2008
Chairman Nevalainen opened the meeting at 7:05 pm. Board members present were Supervisors McGregor and Town, Treasurer Kiner, Clerk Manninen, Deputy Clerk Tomczak along with 9 guests. All attending recited the Pledge of Allegiance.
Agenda - The Agenda was approved as read with the removal of the item (Supervisor McGregor Illness) on a motion by Supervisor Town, seconded by Supervisor McGregor. Motion carried.
Minutes – the minutes were reviewed by all present. The minutes were approved on a motion by Supervisor McGregor, seconded by Supervisor Town, motion carried.
Treasurers Report –
Payroll – Jill Kiner, $140.36; Manninen, $285.33; Nevalainen, $531/36; Town, 93.55; McGregor, $255.62; Tomczak; $184.56.
The treasurer’s report was approved on a motion by Supervisor Town, seconded by Supervisor McGregor, motion carried.
Joint Powers Meeting Summary – SEH
Denny Reagon Sales Manager (SEH) for northern MN introduced the other men joining him. Mike Larson heads up funding group (SEH), Jim Johnson PE (SEH) from Virginia, Raoul Lufbery VNP. SEH is the largest Engineering Firm in the state of MN. They handle every type of engineering and architecture. SEH put together a large group of personnel called the Economic Development team who works very heavily in funding. This group is headed up by Mike Larson. SEH has a background in wastewater. Looks for funding in the form of grants and loans they also have state and federal lobbyist to find funding. This meeting is at no charge to the township.
Bill Congden, Gary Cerkvenik and Raoul Lufbery met with congressman Oberstar in Washington about the wastewater problem. He is definitely in favor of the project and totally supports the project. He even sat them down and told them how the language should be written. He then wanted them to meet the next day with Senators Klobuchar and Coleman and he told them what language to bring to them. Congressman Oberstar says that we need to do this project. Representative Dill and Senator Bakk are in favor from the State level. They met two weeks ago with the County for the planning money. The county needs to have all parties on board, meaning Kabetogama Township, Crane Lake Township and Ash River Trail to put together the planning money.
Denny Reagon (SEH) stated that they have to get paid for this in some form, so they had a meeting with the county and IRRB looking for some form of a grant to pay SEH. This is how they will get paid. If the funds don’t come through then they won’t do the work.
Jim Johnson (SEH) – gave an overview of the proposed project. Project Goal taken from the SEH handout. Establish a partnership to initiate actions to address water quality issues for the Voyageur’s National Park Area including Lake Kabetogama, Crane Lake, and Ash River. This partnership is proposed as the water quality in these waters is currently impacted by existing developments throughout the region. The proposed strategy is to develop a sewer district(s), to pursue project financing and to implement sanitary sewer system improvements of commercial and private properties. The proposed partners are; Crane Lake Township, Ash River, Represented by St. Louis County, Kabetogama Township, National Park Service and U.S. Army Corps of Engineers.
Army Corps of Engineers part in this project is to oversee the projects. They would be involved in taking the federal money and local match and distributing the funds. They are the Physcal Agent.
VNP representative was Raoul Lufbery who says the park would like to see this project happen and is in support of it. Raoul was on the Jackfish Bay project as Chairman of the Citizens Committee.
PPSSD – Working meeting is on June 26th at 6:00 pm. at the Kabetogama Community Hall, all the members of the district have been sent the meeting agenda. The board discussed who should be invited to this meeting. It was decided that SEH, NAWE, Bridget Chard, Bob Ruppe, Gary Cerkvenik and a representative from the DNR would be invited.
Roads – A letter was sent out to Jack Schelde requesting grading and other work to be done on the Kabetogama Township roads. St. Louis County will be sending out a notice as to who is the Chloride vendor. Supervisor Town will call Jack Schelde to have State Point road graded and discuss repairing the downed road signs in the area. Sand was swept from the roads here at Kabetogama.
Hiking, Biking and Birding sign – we drafted up our own sign for the trail head up and Chairman Nevalainen will find a vendor to make it. Motion to purchase the sign by Supervisor Town seconded by Supervisor McGregor for up to $200.00. Motion carried.
Community Center report – Greg cleaned up empty lot for parking for the Lady Slipper Festival. Lee Herseth checked the lights out and was going to check receptacles and front light at the community hall.
Other – supplies for the community hall charge at Gateway or purchase and submit a bill for a refund. Can take a check for supplies also. Sand was hauled in from Tom Long for filling sand bags. Supervisor Town will make sure the contract is signed by Mr. Long. We have more sand bags in the upstairs of the community hall.
Fire Department Contract – Chairman Nevalainen found a draft fire contract from the township web site. He will modify the contract to suit the Kabetogama Township and the Kabetogama Fire Department and then submit it to the Fire Department for review and signatures if it meets their approval. Supervisor Town moved to enter into a contract with the Kabetogama Fire Department. Seconded by Supervisor McGregor. Motion carried.
Once again the November meeting must be changed. The date had been changed at an earlier meeting but it was not noticed that the date chosen was a legal holiday The meeting will be changed to the 10th of November. Motion by Supervisor McGregor, seconded by Supervisor Town. Motion carried.
Letter from St. Louis County regarding the public land survey corner markers received. The county will generate a Kabetogama township survey project and begin working in our township as time permits. They do expect to begin work this year but may not be able to work on it continuously. This work will be concentrated in the western and southern portion of the Township. They don’t anticipate doing any work in VNP except perhaps to make survey connections as necessary to other corners. As work is completed on specific corners, they will post the information on their Control Point Database which is available at: www.co.st-louis.mn.us/publicworks/surveyorCtlPts/default.aspx.
Supervisor McGregor moved to approve resolution 2008-6 to be sent to St. Louis County for support of the Joint Powers wastewater project. Seconded by Supervisor Town, motion carried.
Claims – the following claims were presented for approval – 3038 to 3046 with the exception of claim 3042 which Chairman Nevalainen will look into. Motion by Supervisor McGregor, seconded by Supervisor Town. Motion carried.
Supervisor McGregor moved to adjourn the meeting, Supervisor Town seconded, motion carried.
