KABETOGAMA TOWNSHIP

REGULAR MEETING

April, 2006

 

Chairman Robert Nevalainen opened the board meeting at 7:30 pm.  Board members present were Chairman Robert Nevalainen, Supervisors Edward Town & Richard McGregor, Clerk Mary Manninen and Deputy Treasurer Ron Moyer along with 14 guests. 

 

The Agenda for this meeting had five additions, Larry Warrington, Lee Herseth, Tim Watson, NIMS and roads.  The agenda was approved on a motion by Supervisor Richard McGregor. Seconded by Chairman Robert Nevalainen, motion carried.

 

The board read the minutes from the February meeting, they were approved on a motion by Supervisor Edward Town.  Seconded by Chairman Robert Nevalainen.  Motion carried.

 

Deputy Treasurer Ron Moyer read the Treasurer's reports.  The board would like Jean to clarify the road maintenance fund at one of our next meetings.  Supervisor Richard McGregor, seconded by Supervisor Edward Town approved the report on a motion.  Motion carried.

Old Business:

 

Chairman Robert Nevalainen moved that the bill for the posts for the new 911 signs be paid upon receipt.  Supervisor Edward Town seconded, motion carried.  The new signs and posts will be installed by the Kabetogama Fire Department.  All volunteers are welcome.

 

Planning Commission - Kab Ash Trail, there will be a public clean up on the 19th and 21st of May with Voyageurs National Park.  There was discussion regarding a trailhead parking lot for this trail.  The Kabetogama Lake Association will send out a letter to the Park regarding the trails.

 

Walleye Beautification - The Kabetogama Lake Association received a bill ($3,000.00) from the St. Louis County Engineers.  At this time they do not have enough funds to pay this bill.  Chairman Robert Nevalainen moved to pay $2,000.00 toward this bill.  Supervisor Edward Town seconded the motion, motion carried.  The Lake Association will pay its' $1,000.00 toward the beautification when the funds become available.  The Kabetogama Community Club is paying $1,000.00 toward the bill also.

 

Community Building - the building and part of the property was transferred to Kabetogama Township with the stipulation that within five years plans are in the works to construct a new community building.  The warranty deed was handed over to Clerk Mary Manninen who is to contact St. Louis County and find out how to get it registered.

 

Bridget Chard Contract - more information is needed from Bridget before the board will approve her contract.  Chairman Robert Nevalainen will contact Bridget and try to get some clarifications.

 

Nelson property - Clerk Mary Manninen was asked to contact St. Louis County and state that the township does not really care what the property is named but they do not approve of using false information to get the name approved

 

Merrit Development - Larry Warrington told the board that this development has now complied with St. Louis County's rules and regulations and he has signed off for the Kabetogama Fire Department.

 

NIMS - Fire Chief Larry Warrington brought a resolution in for the board to approve to be NIMS compliant.  Chairman Robert Nevalainen moved to approve this resolution.  Seconded by Supervisor Richard McGregor.  Motion carried .

 

A letter was brought before the board looking for a monetary donation to help defer the costs of new snowmobile trail identification markers including mileage signs.  The board would like more information on this matter.  Table to a later date.

 

Fire Hall furnace - Fire Chief Larry Warrington told the board that he fire department building needs a new furnace.  The department is looking for a possible donation.  The board will discuss this at a later date closer to when the furnace is actually purchased and installed.

 

Kabetogama area zip code - many concerns have been brought to the board regarding our area having a Koochiching County zip code rather than a St. Louis County zip code.  Clerk Mary Manninen will get information on this matter.

 

Snowmobile Trail Access - Tim Watson brought in a letter regarding how to possible pass a resolution allowing snowmobiles alternative routes to trailheads.  This will be discussed further at a later date when more information is available.  The International Falls area is now in the process of trying to pass this same type of resolution.

 

Claims for approval – There was a motion to approve these claims by Supervisor Edward Town, Seconded by Supervisor Richard McGregor.  Motion carried
