ANNUAL MEETING

March 13, 2007

The annual meeting of the Town of Kabetogama was called to order by Deputy Clerk Marlene Tomczak at 8:15 pm at the Kabetogama Community Hall. There were 12 people in total attending. All recited the Pledge of Allegiance. Deputy Clerk, Marlene Tomczak called for nominations of Moderator. Edward Town made a motion to nominate Larry Warrington as Moderator. Seconded by Paul Kiner. Marlene asked if there were any more nominations (twice). None bing raised Larry Warrington was voted in by a voice vote. Motion carried

Agenda – Larry asked if there were any additions or deletions to the agenda. Paul Kiner made a motion to accept the agenda with corrections made to change the date on the next annual meeting date set on the agenda as March 8th, to March 11th 2008, and to move under township business old: to read 1) Clerk to read previous annual minutes, 2) election results, 3) set next annual meeting date and time. Betsy Warrington seconded the motion. Motion carried.

Board of Audit Minutes:

The Deputy Clerk was asked to read the Board of Audit minutes from the February 6, 2007 meeting.

Kabetogama Township Checking Account:

Beginning Balance 1/1/06, $31,222.25, Deposits $107,995.81, Disbursements $94,534.91, End balance 12/31/06 $44,683.15.

Kabetogama Township Lodging Tax Account:

Beginning Balance 1/1/06, $8,788.33, Deposits $54,289.60, Disbursements $51,593.83, End balance 12/31/06 $11,484.10.

The Clerk and Treasurer’s reports matched. The Board of Audit report was approved on a motion by Edward Town. Seconded by Richard McGregor. Motion carried.

Minutes – Deputy Clerk Marlene Tomczak read the minutes from the annual meeting held on March 14th, 2006. The minutes were approved on a motion by Jill Kiner. Seconded by Lee Konen. All approved, motion carried.

Election Results – For the office of Supervisor three year term – Richard McGregor received 16 votes. For the office of Treasurer two year term – Jill Kiner received 15 votes, Jean Reichow received one write in vote. For the question of moving the township elections to November – the vote received was 14 yes votes and 1 no vote, the question passed. The Kabetogama Township will now hold there township elections in November along with the state and county elections. A resolution #2006-12 dated 12/5/06 was adopted by the Board of Supervisors of Kabetogama Township.

The next annual meeting will be held on March 11th at 7:00 pm at the Kabetogama Community Hall. Motion made by Paul Kiner. Rusty Lehto seconded, motion carried. The next annual election will be held in November of 2008.

Betsy Warrington moved to change the opening time for the election polls to 10:00 am to 8:00 pm. Seconded by Marlene Tomczak. All approved, motion carried.

Election process change explanation;

    1. The supervisor position elected in March 2007 shall be supervisor A. Supervisor A’s term shall be extended to expire the first Monday in January, 2011 (meaning it will be on the ballot in November 2010)
    2. The supervisor position expiring March 2008 shall be supervisor B. Supervisor B’s term shall be extended to the first Monday in January, 2009 (meaning it will be on the ballot November 2008)
    3. The supervisor position expiring March 2009 shall be supervisor C. Supervisor C’s term shall be extended to the first Monday in January, 2011 (meaning it will be on the ballot in November 2010)
    4. The treasurer position’s term scheduled to expire in March 2009 is extended to the first Monday in January, 2011, (meaning it will be on the ballot in November 2010)
    5. The clerk position’s term scheduled to expire in March 2008 is extended to the first Monday in January, 2009 (meaning it will be on the ballot in November 2008)

Old Business:

None from the floor.

New Business:

Levy; Richard McGregor made a motion to discuss the 2008 Levy and vote on it at the June 5th regular board meeting. Edward seconded, motion approved.

There was no report from the Kabetogama Fire Department or the Kabetogama Township Planning Committee.

Betsy Warrington gave a brief report on a meeting between the Community Hall Committee and the North East Minnesota Sustainable Development board held at Arrowhead Lodge on February 12th. The community hall committee came away from that meeting with a positive feeling that the North East MN Sustainable Development board will be able to help with planning and grant applications.

Rusty Lehto brought up a request that the board look into having St. Louis County sweep the gravel off the county road in front of his house. He stated the sweeper stops before it gets to his residence and he has to shovel the gravel off the county road himself.

Being no other business from the floor, Richard McGregor moved to close the annual meeting and reconvene on June 5th to vote on the 2008 township levy. Seconded by Nettie Town. Motion carried. The meeting closed at 8:55 pm.

Kabetogama Township

The 2007 annual meeting was re-convened on July 3, 2007. The meeting opened at 7:15 pm. The 2008 levy was discussed line by line. The 2008 levy was approved for $113,550.00 by 9 affirmative votes and on a motion by Edward Town, seconded by Richard McGregor. Motion carried. The 2007 annual meeting closed at 8:00 pm.
