DRAFT KABETOGAMA TOWNSHIP REGULAR MEETING JULY 7, 2009
Chairman Nevalainen opened the meeting at 7:00 pm. Board members present were Supervisors McGregor and Town, Clerk Manninen and Deputy Clerk Tomczak along with 17 guests. All attending recited the Pledge of Allegiance.
Agenda – The agenda was approved, with the addition of trails to Old Business and Jansen letter to New Business, on a motion by Chairman Nevalainen, seconded by Supervisor Town. Motion carried.
Minutes – the minutes were reviewed by all present. The minutes were approved on a motion by Chairman Nevalainen, seconded by Supervisor Town, motion carried.
Payroll – Jill Kiner, $129.29; Manninen, $313.03; Nevalainen, $170.26; Town, $93.55; McGregor, $93.55.
The treasurer’s report was approved on a motion by Chairman Nevalainen, seconded by Supervisor Town, motion carried.
Speakers – Julie Kennedy from SEH gave an informative speech on the Namakan Basin Project. Julie Kennedy is a Civil Engineer with SEH. Julie explained the parcel data that needs to be collected from the residents in our area. Surveys will be sent out to all. These surveys are anonymous. This data is only for information purposes and will not be used to gauge compliance with any ordinances or standards. Julie explained the need for accurate data and also the need for a high percentage of survey responses. There are two Joint Powers Boards. One is the Namakan Basin Joint Powers Board and this board deals only with the funds received from IRRB and St. Louis County to create the comprehensive plan. This board can’t apply for any other funding for a project. The new Joint JPA will consist of two Commissioners for St. Louis and two for Koochiching County. This new board can apply for funding for projects. That is why this new board was formed.
Also in attendance at this meeting were the following persons. Bret Balavance, from the MPCA. Lori Brown from the University of Minnesota Extensive service, Community Waste Water Planning.. Nancy Johnson, who is the Public Facilities Authority. Mike Kolb, with St. Louis County dealing with septic systems. Roland Hamborg, Army Corp. of Engineers, was also in the area but did not attend this meeting. These people took a boat tour of our area and Kettle Falls to look over current waste water systems. Old Business –
Roads & Trails – did get chloride on roads but not on Burma Road. A letter was sent to St. Louis County to get roads bladed. Hiking trail needs to be mowed. We need to enter into a contract with Greg House to mow it. Supervisor Town moved to enter into the same contract as last year with Greg to mow the trail only once this year. Seconded by Supervisor McGregor, motion carried.
Town Hall report – Sande Moyer gave a report on the current situation. Marlene Tomczak presented a proposal from the ARDC at the Planning Commission meeting held on Monday, July 6, 2009. Sande Moyer read the proposal from the ARDC. The ARDC proposes to assist the Kabetogama Township to seek funding for a new community Center by identifying grants, loans and other possible sources and working with the Township to apply to those sources. The ARDC will provide 70 hours of assistance at a cost of $5,000. The following is the process the ARDC suggests be taken:
1. Step 1, apply to the IRR for a grant to fund ˝ of the ARDC’s costs. IRR has a grant writing funding assistance program available to local governments. ARDC will complete the application on behalf of the Township. ARDC will not invoice the Township for this step. 2. Step 2, Grant and loan identification. ARDC will review as many sources as possible and identify which grant and loan programs would be good possibilities for Kabetogama Township. ARDC will provide the Township with critical information about each possibility such as necessary match, terms, deadlines and competitiveness level. 3. Step 3, Grant application assistance. ARDC will work with committee leaders to fill out and otherwise prepare grant and loan applications. The level of ARDC’s involvement will depend on budget availability following step 2. 4. Step 4, IRR grant completion. If a awarded a grant from IRR for grant writing assistance, ARDC will assist the Township to complete the grant completion paperwork.
Chairman Nevalainen moved to approve the $2,500 to be paid to ARDC, seconded by Supervisor Town, motion carried. Sande Moyer explained that donation letters had been sent out and they have received 4 responses so far totaling $2,050.00. A money market checking account has been set up to hold these donated funds and they will only be used for construction and or furnishing of the new community building. If the building does not get built these funds will be sent back to the donors, this statement was written on the original letter sent out.
New Business –
Letter from Gretchen Jansen read by Marlene Tomczak. This letter is concerning a bond levy for the St. Louis School District. This information will be posted on the township web site.
Chairman Nevalainen moved to accept the following claims, seconded by Supervisor Town, motion carried.
Supervisor Town moved to adjourn the meeting at 8:50 pm, seconded by Chairman Nevalainen, motion carried.
