KABETOGAMA TOWNSHIP REGULAR MEETING September 1, 2009
Chairman Nevalainen opened the meeting at 7:05 pm. Board members present were Supervisors McGregor and Town, Clerk Manninen and Deputy Clerk Tomczak along with 3 guests. All attending recited the Pledge of Allegiance.
Agenda – The agenda was approved on a motion by Chairman Nevalainen, seconded by Supervisor Town. Motion carried.
Minutes – the minutes were reviewed by all present. The minutes were approved on a motion by Supervisor Town, seconded by Chairman Nevalainen, motion carried.
Payroll – Jill Kiner, $140.37; Manninen, $386.00; Nevalainen, $251.65; Town, $46.78; McGregor, $46.77.
The treasurer’s report was approved on a motion by Supervisor McGregor, seconded by Supervisor Town, motion carried.
Chairman Nevalainen moved to approve the claims presented, seconded by Supervisor McGregor, motion carried.
Old Business –
Namakan Basin Update – Chairman Nevalainen attended the Namakan Basin Joint Powers Board Meeting on August 20, 2009. Julie Kennedy, SEH, gave an update on the engineering items related to the JPB Comprehensive Plan. Julie is working with SLC attorney’s office and the Koochiching Environmental service office to prepare a project area map for the new Joint JPB. Julie expects the map to be completed next week. SEH has received the GIS parcel database information fro the SLC planning department. SEH is getting the remaining parcels at the very end of Ash River trail that is located in a separate unorganized township. SEH has been working with the SLC Environmental Services department on the postcard that will be sent out prior to the survey. The surveys will be sent out in mid September to achieve timely receipt for the seasonal residents. Estimated mailing dates are September 7, 2009 for the postcard and September 14, 2009 for the survey. A discussion was held regarding developing a website that would provide links to related subjects pertaining to the project. There has been some concern in regard to misinformation, getting ahead of actual work, and the host for the website. A motion was made and seconded to authorize an initial website to be posted including links on an SEH online projects page. This website will then be followed up with links on the SLC and Koochiching County websites after the new Joint JPB is established. The JPB discussed the upcoming State Bonding bill meeting scheduled for October 14, 2009, in Hibbing. SEH will work with Gary Cerkvenik in preparing the board members for the meeting. The bonding bill meeting will be added to the September JPB meeting agenda. Commissioner Nelson stated for the record that the SLC Board of Commissioners support the VNP project and has acted by deciding to go forward with a resolution to support the establishment of a Joint JPB by a 7-0 vote. It was felt that if something such as a hat or some kind of trinket was left with the members of the meeting that they would remember our area and what the meeting had been about and what they would be supporting. Further information from this meeting pertaining to individual areas (Crane Lake, Ash River, Kabetogama) can be found on the Kabetogama Township website under Advisory Committees, Namakan Basin JPB meetings. The next JPB meeting will be held on September 24, 2009 at the Cook Land Office.
Roads & Trails – Bob received confirmation that a road count had been done. The next road count will be done in 2011. Ness road still needs some ditching done.
Town Hall report – Sande Moyer gave a report on the current situation. The contract with ARDC has been signed and returned. They have begun their portion of the process. Another 50 letters have been sent out for donations. To date a little over $4,000 has been received.
Governors Opener – No news.
New Business –
LBAE training will be held in Grand Rapids on October 15, 2009 from 1:00 to 4:00 pm. All Supervisors have decided to attend. Clerk Manninen will Pre-register to be sure there are still some open seats.
The Walleye project has been finished.

Chairman Nevalainen moved to adjourn the meeting at 7:52 pm, seconded by Supervisor McGregor, motion carried.
