REGULAR MEETING

APRIL 6, 2010

 

Chairman Nevalainen opened the meeting at 7:00 pm.  Board members present were Supervisor Town, Supervisor Kiner, Clerk Manninen, Treasurer Kiner, Deputy Treasurer Tomczak along with 6 guests.  All attending recited the Pledge of Allegiance.

 

Agenda – The agenda was approved with the following additions.  Add banner for GFO under new business and Cell Tower to other under new business on a motion by Chairman Nevalainen, seconded by Supervisor Kiner.  Motion carried.

 

Minutes – the minutes were reviewed by all present.  The minutes were approved on a motion by Supervisor Town, seconded by Supervisor Kiner, motion carried.

 

The treasurer’s report was read by Treasurer Kiner.  The treasurer’s report was approved on a motion by Supervisor Kiner, seconded by Supervisor Town, motion carried.

Guest Speaker, Mike Ward, Superintendant of Voyageurs National Park gave a presentation  on the Park’s 2010 Civic Engagement Plan involving a fee structure for tour boats, boats in interior lakes and interior campsites and regarding reservations for the interior lake campsites.  Mr. Ward also stated that the request for an ice road on Kabetogama Lake for next winter would be granted but that the actual route has not been planned yet.


Old Business –

 

Planning Commission Meeting –

 

Marlene Tomczak reported from this meeting.  The meeting was held on April 5, 2010 at 7:00 pm at the Kabetogama Fire Hall.  Under Old Business they discussed the Comprehensive Plan, the Governor’s Fishing Opener and the Annexation of unorganized township 68/21 to organized township 69/21.  Under New Business they discussed the Cell Tower.  Under Committee Reports the heard about the Community Hall, Voyageurs National Park, Roads and the Namakan Basin Waster Water Project.  Under Old Business they discussed the area lake levels.  The detailed minutes from the Planning Commission meeting can be found on the Kabetogama Township web site.

 

Namakan Basin Joint Powers Board Meeting –

 

Chairman Nevalainen reported from this meeting.  There is now a link from the Kabetogama Township web site to the SEH site for information regarding the Namakan Basin Joint Powers Board.  The survey response is over 65% with a breakdown of 34% seasonal, 20% part year and 17% full-time residents.  The comprehensive plan is moving along and on track.  The MPCA and SEH Engineering have discussed the various permitting and regulations pertaining to the Comprehensive Plan options.  The Namakan Basin JPB will dissolve possibly in July when the Comprehensive Plan is done.  Julie Kennedy will be attending the Lake Association Annual Spring Meeting on April 27th and will also have a table inside the community hall at the Lady Slipper Festival on July 10th.  It is believed that our area is located in the Taconite Relief area.  A motion by Supervisor Kiner to accept the cost for the, Kabetogama Area only, sewer permitting was seconded by Supervisor Town, motion carried.  For more details on the Namakan Basin JPB meeting in Cook refer to the link on the Kabetogama Township website.

 

Roads & Trails – Chloride needs to be ordered.  Chairman Nevalainen will call on this.  Ness road is in bad shape and the county needs to come up and have a look at it.  Road Supervisor Town will make the arrangements.

 

Annexation – Unorganized Township 68/21 needs to submit a petition to St. Louis County to join Organized Township 69/21.  What happens is that the boundaries would change.

 

Governor’s Fishing Opener – Heidi gave a report on the opener.  Events seem to be coming together as are the volunteers.  Specific details may be obtained on the GFO website. 

 

Community Center Building  - Sande Moyer spoke with a representative from General Steel Company who said the company would give the township a plan for a building for the amount of $5,900.00 which we would go toward the building if we decide to go with them.  They thought they could plan the same building as proposed before for about $500,000.  Supervisor Town moved to allow the Community Building Committee to spend the $5,900.00 on plans with General Steel Company, seconded by Supervisor Kiner, motion carried.

 

Cell Tower – the cell tower has not been sold.

 

New Business –

 

Banner for GFO; it was decided that the township does not wish to purchase a banner for this event.

 

Chairman Nevalainen moved to adjourn the meeting at 9:45 pm, seconded by Supervisor Town, motion carried.
