REGULAR MEETING

JANUARY 5, 2010

 

Chairman Nevalainen opened the meeting at 7:05 pm.  Board members present were Supervisor Town, Clerk Manninen and Treasurer Kiner along with 7 guests.  All attending recited the Pledge of Allegiance.

 

Agenda – The agenda was approved, with the addition of Planning Committee report under Old Business and Annex Unorganized Township (south township from Kabetogama) to other under old business and under new business other, add Relief Assn First Responders EMS,  on a motion by Chairman Nevalainen, seconded by Supervisor Town.  Motion carried.

 

Minutes – the minutes were reviewed by all present.  The minutes were approved on a motion by Chairman Nevalainen, seconded by Supervisor Town, motion carried.

 

The treasurer’s report was approved on a motion by Chairman Nevalainen, seconded by Supervisor Town, motion carried.

Speaker – Commissioner Forsman spoke to the board regarding a local road operator in our area.  He spoke with Mike Foldesi regarding this matter.  Mr. Foldesi stated that he believes the county is still looking for a way to have someone continue to do the work up here as Bob has in the past.  They have not come up with a solid solution as yet.  There are a few possibilities.  The county asked for ideas from people in our area.

 


Commissioner Forsman gave a brief report of the work that has been done on the roads at Kabetogama.  There is a Hwy 53 task force headed up by Bob Anderson from I’Falls and this year there is a request for federal dollars in the amount of  $480,000.00 which needs $120,000.00 state match for the left turn lanes at Kabetogama and Ash River.  Mr. Foldesi says if those dollars are available by this summer he would like to be able to this work.  Work on roads 122 and 123 could be as far off as 2014 unless other dollars were to become available such as the forest highway dollars or possibly stimulus dollars.  Commissioner Forsman gave an update on St. Louis County.

 

Old Business -

 

Planning Commission Report – Phil Hart gave the report from this committee.  The reviewed the comprehensive plan.  They approved an amendment to the comp plan for transportation.  They received a report on the Governors fishing opener.  They recommended further research and feasibility into the self defense early warning system.  They recommended the township write a letter to Voyageurs National Park thanking them for support and efforts in the Voyageurs National Park Clean Waters Act.  Clerk Manninen will write and send this letter.  They recommend that the township approve the appointment of Marlene Tomczak and Betsey Warrington stay on the planning commission board for another term.  The election of officers for the planning is as follows; Phil Hart remains as Chairman, Marlene Tomczak be Vice-Chair, Betsey remain as Secretary.  They asked that the township research with the Association of Township if volunteer work and donated materials can be used possibly for the new hall.  Kathleen Przybylski gave a report on the trails in the park.  Discussed the pros and cons of annexing the unorganized township that Gateway Store, Rufus Tomczak and Jack McMahon lives in. 

 

Chairman Nevalainen moved to accept Marlene Tomczak and Betsey Warrington back onto the Planning Commission Board for another 3 year term, seconded by Supervisor Town, motion carried.

 

Letter of support to Voyageurs Nation Park was not doe yet but will be taken care of.

 

Letter to AT& T not done yet and will be taken care of for the next meeting.

 

Namakan Basin Report – SEH was pleased with the results they got back on the surveys.  66% from Kabetogama replied, 53% from Ash River and 56% from Crane Lake.  SEH is going to follow up with phone calls encouraging survey recipients to complete and return the surveys.  SEH continues to provide the JPB status on their website.  It is estimated that the Frequently Asked Question and Mission Statement will be available for review (SEH website) prior to the January meeting. A request for $28,000.000 was made to the Water Resources Development Act.  Out of the 28 million we would get 21 million and 7 million would come from state and local funding.  Namakan Basin would get about 17 million.  Letters of support were requested from as many residents and groups from the area as possible to help this request.  This WRDA request would be in about 2 years.  Chairman Nevalainen moved to adopt the resolution in support of this WRDA request, seconded by Supervisor Town, motion carried.

 

 

Town Hall report – the township will check with the township attorney regarding the idea of using donated materials, labor and funds to build the town hall.

 

Early Warning System – Chairman Nevalainen is still researching this idea.

 

Fire Contract – remains the same for 2010.

 

Annexation of Unorganized Township – Chairman Nevalainen will contact township attorneys regarding this matter.

 

New Business –

 

Replace Supervisor – the committee of Supervisors Town, Nevalainen and Clerk Manninen have chosen Paul Kiner to replace Supervisor McGregor who passed away in November.  Supervisor Town moved to appoint Paul Kiner as Supervisor until the next township election, seconded by Supervisor Nevalainen, motion carried.

 

Chairman Nevalainen moved to appoint Supervisor Town and Supervisor Kiner represent the township on the Volunteer Fire Fighters Relief Association, seconded by Supervisor Kiner, motion carried.

 

The Kabetogama First Responders would like to have their own relief association.  Supervisor Town moved to allow Chairman Nevalainen to speak with our township attorney regarding the legalities of this matter and pay any fees that may be charged to the township regarding this matter, seconded by Supervisor Kiner, motion carried.

 

Chairman Nevalainen moved to adjourn the meeting at 8:40 pm, seconded by Supervisor Kiner, motion carried.
