KABETOGAMA TOWNSHIP REGULAR MEETING June 5, 2007
Chairman Robert Nevalainen opened the meeting at 7:00 pm. Board members present were Supervisors Richard McGregor, Edward Town, Deputy Clerk Marlene Tomczak Clerk Mary Manninen and Treasurer Jill Kiner along with 11 guests. All attending recited the Pledge of Allegiance.
Agenda – Chairman Robert Nevalainen moved to approve the agenda. Supervisor Edward Town seconded all approved. Motion carried.
Minutes – the minutes of the May 1st meeting were read by Deputy Clerk Marlene Tomczak. The minutes were approved with the following corrections; Supervisor Richard McGregor spoke with Greg House about fixing the broke culvert and this was added to the contract that Bob wrote up. The fifth paragraph under old business should read; Supervisor Robert Nevalainen expressed concern that the land parcel of John Azzerelli located on the Voyageurs Park Lodge point may not have been properly notified that a subordinate service district for sewer service was being formed. Motion to approve by Supervisor Richard McGregor, seconded by Supervisor Edward Town, motion carried.

Supervisor Edward Town moved to accept the treasurer’s reports as read seconded by Supervisor Richard McGregor. Motion carried.
Old Business:
Roads – Road Supervisor Richard McGregor spoke with Greg House about fixing the broken culvert on Melheims road. Greg agreed to do this for $50.00. This work was added to the contract written up by Chairman Robert Nevalainen. This contract covers mowing of the arrowhead trail between CSAH 122 and 129, cleaning up blow downs after storms and fixing the culvert. Chairman Robert Nevalainen spoke with a township attorney regarding the township paying to have the arrowhead trail mowed. They stated that it is ok as long as it benefits the township. It was also suggested by the attorney that the township look at signing an agreement with the state on this matter. Supervisor Edward Town moved to approve the contract that Bob wrote up. Seconded by Supervisor Richard McGregor. Ron and Sande Moyer would like to have the brush cleaned up from Bittersweet Lane to the end of the power lines. The township received a letter regarding ordering calcium chloride for this season. Chairman Robert Nevalainen said he would take care of this matter. Snow plowing rates have gone up for next season. $155.00 per mile of road. We paid $612.00 last year and will pay $798.00 this year. The township has 1.2 miles of township roads.
Community Hall – Sande reported that the planning and building committee will meet with John Carmody, an architect on staff at the Univ. of MN, and other members of his staff on June 21 to discuss plans for the new building. The current Community Hall has been painted. Many thanks to Marlene for obtaining a grant from Valspar for the paint and organizing the project. Thanks also to the volunteers who have done the painting.
Cell Tower – This information came from an article in the Daily Journal newspaper.
A telecommunications project has been proposed for construction south of Melheim road in the Town of Kabetogama. The project will consist of the construction of a 300-foot guyed telecommunications tower with associated equipment. This project is being done by Edge Consulting Engineers, Inc. out of Prairie Du Sac, WI.
Planning Commission Report – A summary of the Planning Commission Meeting was given by Paul Kiner. Items discussed were the Community Center, the property owners meeting that was held on Sunday June 3rd for the pucks point service district and a report from Kathleen Przybylski from Voyageurs National Park stating that the Kabetogama visitors center is now open and the tour boat begins on June 16th. New Business:
The community hall property needs to be mowed. The township now owns this property so to pay someone to mow this property we would need a contract and the person would need liability insurance. For now members of the community have volunteered to take turns mowing the property.
The annual township meeting will be opened again at the July meeting to discuss and vote on the 2008 levy. A notice will be put in the paper.
Pucks Point News – Supervisor Edward Town moved to approve communication between the attorney Robert Ruppe, Bridget Chard, NAWE, DNR and the township board without prior approval by the township board. Seconded by Supervisor Richard McGregor. Motion carried. Clerk Mary Manninen was asked to send a letter to Mr. Ruppe, Ms. Chard and NAWE relaying this information.
Chairman Robert Nevalainen moved to have registered letters sent to residents of Pucks Point that never returned surveys for the proposed formation of a sewer district and are not included in it currently and also to those who have chosen not to be in this district. The board feels it necessary to have written correspondence on file from all residents of pucks point stating weather they want to be in the district or do not want to be in the district. Supervisor Richard McGregor seconded, motion carried. Kabetogama Township will pay for the cost of the mailings.
Supervisor Edward Town moved to have Clerk Mary Manninen send a letter to the engineer to include in the cost estimate pumps, tanks, lines on private property to get as accurate an estimate as possible. Chairman Robert Nevalainen seconded, motion carried.
J & B Family Limited Partnership returned their petition and would like to be included in the Puck’s Point Subordinate Service District. The township clerk verified the signatures but it was suggested that the township find out if the persons who signed the petition have the authority to sign for all the partnership. Clerk Mary Manninen will work on this matter and try and get it resolved ASAP so that a hearing can be held at the July 3rd meeting. A notice will be sent out to everyone when a date is set.
Chairman Rob Nevalainen moved to approve the proposal from NAWE for continued service by NAWE up to the point of design and permitting for the project, at which point a new contract will be submitted. This proposal is in the amount of $3500.00. Supervisor Edward Town seconded, motion carried.
