 REGULAR MEETING

 May 1, 2007

 

Chairman Robert Nevalainen opened the meeting at 7:05 pm.  Board members present were Supervisors Richard McGregor, Edward Town, Deputy Clerk Marlene Tomczak and Treasurer Jill Kiner along with 11 guests.  All attending recited the Pledge of Allegiance.

 

Agenda – Additional items were added to the agenda.  Under Old Business, trails and liquor license.  Under New Business, Larry Warrington.  Supervisor Edward Town moved to approve the agenda with the additions.  Supervisor Richard McGregor seconded all approved.  Motion carried.

 

Minutes – the minutes of the April 3rd. meeting were read by Deputy Clerk Marlene Tomczak.  The minutes were approved with the following corrections; the Hazardous Waste Acceptance day will be one day only.  August 25 or 26 and they will be accepting televisions, computers and monitors with a fee.  Supervisor Richard McGregor will be checking roads not Supervisor Robert Nevalainen.  Supervisor Richard McGregor moved to accept the minutes with the corrections.  Supervisor Edward Town seconded, motion carried.

Treasurer Jill Kiner said she was not happy with her 1st. treasurer’s report as the new Township Treasurer, so she was combining two months on her report.  Supervisor Richard McGregor moved to accept the treasurer’s reports as read seconded by Supervisor Edward Town.  Motion carried.

 

Old Business: 

 

Roads – North Star Electric said they would clean up the brush they had left behind, clearing on Melheims road.  They also denied damaging the culvert.  The township will see if they can find someone to repair the culvert.

 

Supervisor Robert Nevalainen stated he had talked to Greg House about mowing the Arrowhead trail between CSAH #122 to CSAH #129.  Greg House expressed interest in doing so.  Supervisor Robert Nevalainen had a contract typed up with a cost not exceeding $120.00 per mowing.  The township would have the trail mowed 2 or 3 times this coming summer and will see if there is more use on this trail after mowing, than there has been in the past.  Supervisor Robert Nevalainen will check with the township attorney to see if this would be legal for the township to do.  Supervisor Richard McGregor moved to proceed with the project, Supervisor Robert Nevalainen seconded.  Motion carried.  Supervisor Robert Nevalainen stated the township should also contract with some one to clear the township roads of downed trees after a storm.  Clearing would proceed after a call from a supervisor.  No action was taken on this item at this meeting.

 

Community Hall – Sande Moyer reported, she and Betsy Warrington met with a Valspar representative in Duluth on April 24th.  The Community Club will receive 5 gallons of primer, 20 gallons of siding paint, 4 gallons of trim paint and 1 gallon of deck paint, to paint the Community Building.  The paint should be ready to pick up in St. Paul, MN the middle of May.  As soon as the paint arrives the Community Club will be looking for volunteers to help prepare and paint the building.  Sande also reported on the NE MN Regional Sustainable Tourism Seminar that she and Betsy Warrington attended in Chaska, MN on April 25th and 26th.  They gained a lot of valuable information and contacts which will be put to good use in the planning of the new Community Center.

 

Planning Commission Report – A summary of the Planning Commission Meeting was given by Township Liaison Robert Nevalainen.  The Kabetogama Comprehensive Plan was reviewed with only a few minor changes.  The final draft plan will be ready soon with a  public review tentatively set for August 1st.  The minutes of the Planning Commission Meetings can be found on the Kabetogama Township web site.

 

Pucks Point Sewer District Working Meeting – Supervisor Edward Town reported on the meeting of the Pucks Point Subordinate Service District held on April 21st. It was suggested that the Township Board begin to discuss land options with the DNR since the project cannot move forward unless they get land.  Everyone agreed that the Board should consider moving fairly quickly in regards to the project and that timelines and financing need to be started.  The landowners stated that they wished to work closely with the Board and that communication was very important and they want to keep the project moving.  They felt that it had been delayed over the winter possibly unnecessarily and were concerned about some property owners with timelines from the County.  Bridget Chard suggested that they should let her know that since there was a project in place and the County knew they were moving forward, that more time would be given to the property owners’ problems.  The next steps in the project are identified as follows:

 
  1. Move to authorize the Attorney, Engineer and SSD Supervisor Liaison, Ed Town to begin negotiations on a land option on the Woodenfrog Campground property immediately.
  2. Engineer to finish out costs for capital/property owner as well as Operations and Maintenance costs/property owner and send them out ASAP.
  3. Get copies of PER reports to everyone that does not have one before we go to Public Hearing.
  4. Move to authorize the Consultant and Board to begin work on financing and seek funding.
  5. Move to allow more communication with the landowners on possibly a monthly basis via newsletter, e-mail groups, etc.
  6. If the above is done and it is a go forward on the project, the following major steps would be done (not necessarily a total outline or in order of everything at this point):
    • Public Hearing for Preliminary Engineering Report (PER: needed for financing)
    • Secure Land Options and finalize Agreement with Woodenfrog Campground
    • May need to complete a more detailed Facility Plan from the PER.
    • Authorization of development of Plans & Specifications / Meeting on design
    • Easements for Collection System
    • Financing / short-term and long/-term are to be identified and put into place
    • Ordinance developed and implemented
    • Possibly a Rate Hearing may be needed as well
    • Authorization to go to Bid on Plans & Specifications

 

Supervisor Robert Nevalainen expressed concern that the land parcel of John Azzerelli located on the point and Voyageur Park Lodge didn’t get the proper notice that a subordinate service district for sewer service was being formed.  The supervisors asked Caroline Litwiller if she would send a certified letter to the land owners indicating that such a district was being formed.  Caroline indicated she would do so.

 

Supervisor Edward Town moved to pay claim #2224 for St. Louis County Tax statement for $58.00.  The claim was not approved from the last meeting until a clarification was made as to what the billing was for.  The bill was for solid waste fee.  Supervisor Richard McGregor seconded, motion carried.

 

Liquor License – Supervisor Robert Nevalainen called the Township Attorney and asked if the Township could withhold signing an approval for a liquor license if a business was delinquent on their lodging tax payments.  The Township Attorney said yes, the Township could, but advised them that the Township could then face the possibility of a law suit and to leave the collection of the tax to St. Louis County or the Kabetogama Tourism Bureau.  The Kabetogama Township Supervisors agreed to follow the attorney’s advice and not withhold approval of a liquor license.


New Business:

 

Kabetogama Fire Department Fire Chief, Larry Warrington passed on the information that the fire department had received a Red Flag alert due to the extreme danger of wild fires.  He advised passing on this information to all residents and guests.  Please, no open fires of any kind.

 

Claims:

 

Claims for approval – There was a motion by Supervisor Edward Town to approve these claims including $560.21 to Sande Moyer for expenses incurred on the Regional Sustainable Tourism Seminar in Chaska, MN, (the Township will be reimbursed $400.00 from the scholarships).   Supervisor Richard McGregor seconded.  Motion carried
