KABETOGAMA TOWNSHIP

 REGULAR MEETING

 April 3, 2007

 

Chairman Robert Nevalainen opened the meeting at 7:00 pm.  Board members present were Supervisors Richard McGregor, Edward Town, Clerk Mary Manninen, Deputy Clerk Marlene Tomczak and Treasurer Jill Kiner along with 10 guests.  All attending recited the Pledge of Allegiance.

 

Agenda – Additional items were added to the agenda.  Old Business, Kabetogama Community Hall, hiking/biking trail.  Supervisor Richard McGregor moved to approve the agenda with the additions.  Supervisor Edward Town seconded all approved.  Motion carried.

 

Minutes – the minutes of the March 6th. meeting were read and approved with one correction and one addition.  The correction is that the planning and building committee met with the NEMN Regional Sustainable Devel. Comm. in February not in March.  The addition goes under old business regarding sending a letter out about the Federal Prison.  The addition goes as follows (Chariman Robert Nevalainen votes no on the matter stating he felt a Public Hearing should be held before a letter is sent out.  The motion was made by Supervisor Richard McGregor, seconded by Supervisor Edward Town.  Motion carried.

Supervisor Edward Town moved to accept the treasurer’s reports as read seconded by Supervisor Richard McGregor.  Motion carried.

 

Old Business: 

 

Roads – Melhiems road had a culvert damaged by North Star Electric while they were brushing in the area.  There are also numerous piles of brush left behind from this clearing.  Robert Nevalainen will look into who has to remove the brush and who will repair the culvert. 


Cell Phones – Robert Nevalainen spoke with Tom Urban regarding Cell One putting up a tower in our area.  He was told that Cell One pulled out of the deal.  Right now this is tabled because no one is available to take on this task.

 

Puck’s Point Sub. Sewer Dist. – A working meeting is set now for April 21st at 1:00 pm at the Kabetogama Community Hall.  Shane Sparks from NAWE will be attending and Bridget Chard.  A notice is being sent out to all the residents of the sewer district.

 

Arrowhead Trail – the hiking/biking trail from Gateway Store to Ash river may need to be mowed a couple of times this year.  Chairman Robert Nevalainen will contact Greg House and get a cost back to the board.

 

Community Hall News – The committee received the second scholarship for $200.00 from the NE MN Regional Sustainable Development Committee that will help defray the cost of some training on sustainable tourism in Chaska, MN this month.

 

Marlene Tomczak applied for a grant for painting the community hall.  The grant was approved from Valspar Minnesota Beautiful Grant.  On the 24th of this month someone will meet with these people to receive info on painting the building. 

 

New Business: 

 

Planning Commission – Paul Kiner gave his report for the planning commission.  The minutes can be found on the Kabetogama Township web-site.   The planning committee would like to see the Township recommend the following:

 

The Kabetogama Township supports the VNP’s restrictions on the interior lakes in an effort to prevent the Spiney Water Flea from infesting those inland waters.  The Township further recommends that the park temporary initiative be worded in such a way as to be easily rescinded if the threat is no longer valid.  They also recommend yearly inspections to monitor the situation and to keep the Township informed of any imminent changes to the inland lakes.  We would further like to see boats added to the inland lakes that currently do not have any as this may help prevent spread of the contamination and promote use of those lakes.

 

Supervisor Richard McGregor moved to accept the recommendation to Voyageurs National Park, regarding the spiny water flea, drafted by the planning commission.  Motion seconded by Supervisor Edward Town, motion passed.

 

Resolution 2007-01 – Supervisor Richard McGregor moved to accept Resolution 2007-01 (Resolution to designate polling place hours).  Seconded by Supervisor Edward Town, motion carried.  This resolution changes the polling hours to 10:00 am to 8:00 pm for the next succeeding and all subsequent elections.

 

Liquor Licenses – Clerk Mary Manninen signed the following resorts liquor license forms; Kecs Kove, Sandy Point Resort, Arrowhead Resort and Pine Aire Resort.  The Board of Supervisors were asked to look into the possibility of the Clerk not approving a liquor license form from a resort who has been delinquent on their lodging tax payments.  Information will be acquired for the May board meeting.

 

Hazardous Waste – Supervisor Richard McGregor informed the board that on August 25 and 26 the Kabetogama canister site will be accepting hazardous waste.

 

 

Claims:

 

Claims for approval – There was a motion to approve these claims with the exception of claim number 2224 to the St. Louis County Auditor for property taxes (there needs to be some clarification on this claim) by Supervisor Richard McGregor. Supervisor Edward Town seconded.  Motion carried
